Colonel (Ret.) Gary W. Stokes received his Reserve commission through Southern Illinois University Carbondale’s Army ROTC program in 1993. He is a graduate of the US Army War College (2017); the Command and General Staff College/ILE (2010); the Judge Advocate Officer Advanced Course (2007); the Judge Advocate Officer Basic Course (2004); and the Military Police Officer Basic Course (1995).
Colonel (Ret.) Stokes’s assignments as a Judge Advocate include duty as the International Law Attorney for the US Army’s Peacekeeping and Stability Operations Institute (PKSOI), Carlisle Barracks, PA; as Commander of the 4th Legal Operations Detachment, Fort Totten, NY; as Staff Judge Advocate for the 310th Sustainment Command (Expeditionary), Indianapolis, IN; with earlier assignments at the 91st Legal Operations Detachment, Darien, IL; NATO Rule of Law Field Support Mission/Rule of Law Field Force – Afghanistan, Kabul, Afghanistan; 416th Theater Engineer Command, Darien, IL; and the 91st Legal Support Organization, Fort Sheridan, IL.
His awards include the Bronze Star Medal; Meritorious Service Medal, second award; Army Commendation Medal, second award; Army Achievement Medal; Army Reserve Components Achievement Medal; National Defense Service Medal; Afghanistan Campaign Medal; Armed Forces Reserve Medal; Army Service Ribbon; Overseas Service Ribbon; Army Reserve Components Overseas Training Ribbon, sixth award; and the NATO Medal.
Colonel (Ret.) Stokes holds a Bachelor of Arts degree in Political Science from SIU Carbondale (1993); a Juris Doctor degree from the Chicago-Kent College of Law (2002); and a Master of Strategic Studies degree from the US Army War College (2017).
